History of CAT-GANGA
Some of senior colleagues in the category of Group A & B Non-gazetted met on 05.10.2000 and discussed the instructions issued by department as spelt out below: "As per instruction issued by the department to the effect that the Group B officers working in the secretariat office only can be allowed to participate in the JCM meeting (Record of discussion between representative of the service Association and management held on 25/2/2000 And also the Group of employees falling in this category do not fulfill the conditions of CATSOA, which has been formed very recently in RRCAT. During discussion everybody felt that we should also have some platform under which our grievances, suggestion and problems can be represented to the competent authority. It was decided to call a meeting for all the colleagues of our category and discuss the matter on 12.10.200 at RRCAT Welfare Centre. The responsibility for arranging meeting was given to Sh. P.K.Kulshreshtha, Sh. J.K.Gupta, Sh. T.G.Pandit and Sh. Anil Burman. The first meeting was held on 28/09/2000 at Cat welfare centre. Senior most colleague Sh. A.P.Singh was requested to Chair the meeting. Around 70 colleagues were present in the meeting. In this meeting, the necessity of a platform to convey their problem to management of such category employee was discussed. Several members express their views in this regard. Finally, it was decided to form an association for all Group A & B nongazetted employees working in Centre for Advanced Technology, Indore.

After preliminary discussion among the committee members, the general body meeting was called on 12/10/2000 at RRCAT Welfare Centre. Around 89 members attended the meeting. The proposed name of association CAT GROUP A&B NON GAZETTED OFFICES ASSOCIATION (CAT-GANGA) was approved unanimously. The proposed Byelaws were discussed in detail and were approved unanimously. As per Bye- laws clause No 6, the election of adhoc executive committee was done comprising of Sh. J.K.Gupta as President, Sh. A.M. Kher as Vice-President, Sh. P.K.Kulshreshtha as General Secretary, Sh. T.G.Pandit as Secretary, Sh. Anil Burman as Treasurer, Sh. R.K.Yadav as Joint-Treasurer and Sh. Dinesh Barapatre, Sh. Har Govind Singh, Sh. Dinsh Kumar Agarwal, Sh. Ram Naresh Kushwah and Sh. S.R. Patwa as executive member. Membership drive was carried out and total 116 members joined the association. Executive committee applied for registration of the association and the Association was registered. Adoc committee called a general body meeting on 01.03.2001 and implemented the Bye-laws fully. First general body meeting as a registered association was held on 1/03/2001 with the following agenda:
1. E-mail facilities.
2. Out of turn Quota As per agenda point No 1
3. Election of the executive committee for the year 2001-02
Sh. A.P. Singh proposed that the present adoc committee should continue for the said period, all the members presented in the general body approved the proposal. Executive committee applied for recognition of the association by Department of Atomic Energy on 19.02.2001. The Association was recognised by DAE in 2002.
